Ukraine was responsible for ~70% of global semiconductor-grade neon gas production before the 2022 Russian invasion. Cryoin (Odessa) and Ingas (Mariupol) were the dominant neon suppliers. Neon is essential for ArF excimer laser light sources in DUV lithography. The invasion severely disrupted this supply — Mariupol's Ingas plant was destroyed. Global neon prices spiked 500%+ in 2022, but the industry has since diversified to South Korea, China, and new Western sources. Ukraine also has a significant software engineering talent base that supported chip design R&D centers pre-war.
